What is a good photography program to edit photos & creating special effects?

    Adobe Photoshop is best there is out there. But it is expensive.

    You can also try Gimp, which is free and almost as good.

    Or.. .if you cant afford to sell a kidney to pay for it, you can get the Gimp for free.

    Go to the downloads section and find the windows installer.
    The program works great, tons of free features, and user made plugins. Lots of flexibility. I have used it for years.

    GIMP is a good option to try as another user suggested. I’d also recommend you check out Paint.Net - this program won an award from PC World in 2007 for a best new program. GIMP and Paint.Net are open-source- so they’ll both be free.
